History of the Senate Committee on Accountability of Public Officers and InvestigationsThe precursor of the present Committee on Accountability of Public Officers and Investigations (Blue Ribbon) was a special investigating committee created during the Second Congress of the Philippines by virtue of Senate Resolution No. 24, adopted on May 18, 1950. The special committee was tasked to investigate irregularities in government during the recess of Congress and until the start of the next regular session or until sooner revoked by the Senate and to recommend appropriate legislative measures.The lifetime of the special investigating committee, then already dubbed "Blue Ribbon" was extended by Senate Resolution No. 63, adopted on May 16, 1951 for the same period stated in Resolution No. 24.
On May 15, 1952, the Senate adopted Resolution No. 86 authorizing the Blue Ribbon to resume its functions, powers, duties and privileges until revoked by the Senate. The following Senators were elected Chairman of the Blue Ribbon Committee:
