Investigation by the Blue Ribbon Committee

Briefly, Blue Ribbon Committee investigations are done in the following manner:
  1. A bill or resolution filed by a member of the Senate or any matter of public interest brought to the attention of the Senate is referred by the Senate President to the Committee.
  2. The Committee conducts an investigation on the referral and submits a report thereon to the Senate.
  3. The Committee Report, containing the Committee's findings and recommendations, is calendared for approval by the Senate in plenary session.
  4. Agencies, entities and individuals concerned are furnished by the Senate with copies of the Committee Report for their information and appropriate action.
  5. All finished business are transmitted to the Archives.
While Blue Ribbon Committee investigations are mainly in aid of legislation, incidental to the Committee's power to investigate is the power to recommend for prosecution persons or entities who or which may have been found to have transgressed the law.

Unfortunately, the Committee does not have the manpower capability to monitor the cases which it has referred to the prosecuting agencies.
